If a CPU is overclockable, will its cache and FSB be the barrier ?

The above answer is correct. When you overclock you only change the FSB and voltage, the cache won't change. Also when overclocking consider the motherboards FSB because if you have a CPU with a 1066FSB but the motherboards is only 667 then the board will bottleneck the CPU.
