What is the difference between kill and murder?

To murder means a person did, often wanting to.There are different degrees. If it was a car accident that killed a person then it maybe called man slaughter. If one is in the military killing to rescue others God may not see it as murder. Particularly if God ordered it. Then ones like Hitler maybe guilty of every one killed on all sides?
