Would the US have been a winning force against Hitler and Japan without FDR's programs?

Montanans were starving to death when Hoover left office, and FDR built several structures in every town today. Those structures are still used today: courthouses, the largest dams in the world, bridges, airports, golf courses, libraries... My grandma said in MN where she lived they were starving also and FDR gave them $5 in food stamps per month and her Dad built roads for FDR's WPA projects. FDR even built an armory in my hometown of 2000 people in Montana. Both of my grandfathers were in the US military in WW2. My grandfather from MT fought in Europe and my ND grandfather was in a ship hit by Kamikaze. Sounds like everyone participated. Grandma went to Seattle to build airplanes in WWII.
