Can the flat above me use my satellite dish to receive satellite channels?

iv noticed the people who live above me are watching satellite tv but have no satellite dish. they have a large ariel underneath my satellite dish and i was wondering if they are receiving a signal from mine. if so does this mean that they are not paying for satellite tv?
