How do you get on public housing in florida?

a friend of mine is wanting to move to florida. she actually wants to move to palm coast florida to be with her family. she is on public houseing here in pa. she also gets food stamps and welfare health insurance. how can she get those things down there? she gets SSI and we know to contact the social security office here to tell them she is moving. but she needs help with other things as well. she will also continue to raise her 2 1/2 year old granddaughter there who she has custody of. how does she get medical insurance for her? right now she gets welfare insurance here but they do not accept it down there.
